Ukrainian President Volodymyr Zelenskyy has not yet seen the final version of the agreement with the United States.

One of the key provisions of the deal includes a reference to Ukraine’s security guarantees, Zelenskyy assured.

The final version of the US-Ukraine agreement on mineral resources does not impose any debt obligations on Ukraine made this statement during a press briefing on Wednesday, February 26.

According to him, Ukrainian government officials have reviewed the final version of the agreement and consider it favorable, though he has not personally examined it yet.

He also highlighted that the agreement contains a provision on Ukraine’s security guarantees.

“Even in the framework agreement, I strongly advocated for at least one clause to government officials, this has been included—specifically in section 10—which is crucial,” the president emphasized.

Zelenskyy assured that the United States and Ukraine will be equal partners in an investment fund dedicated to the country’s reconstruction, a key component of the agreement.

“We are ready to discuss partnership, and this fund will be a joint Ukrainian-American initiative, not solely American,” he said.

The Ukrainian government is set to review the agreement with the United States today. The document has been fully drafted, and once security guarantees are finalized, ministers will be authorized to sign it.

The signing of the agreement will proceed once reach a mutual understanding regarding Ukraine’s security guarantees.

On February 26, the Cabinet of Ministers will deliberate on the agreement, which outlines the rules and conditions for the establishment of the this during a televised briefing on Wednesday.

Shmyhal confirmed that the text of the agreement has been completed and will be signed only after security guarantees are agreed upon.

“We will not consider signing the agreement without clear security guarantees for Ukraine. The President and the government will not approve it separately from these guarantees,” Shmyhal stated.

The agreement stipulates will have equal management and financial rights. The Prime Minister stressed that this fund will be a crucial element of bilateral and multilateral cooperation, contributing to Ukraine’s economic and security stability.

“This agreement is an essential part of our international relations framework and a significant step toward lasting peace and stability in Ukraine,” Shmyhal added.

The preliminary signing of the agreement is expected to take place in the presence of both presidents, granting the document legal force and paving the way for further economic reconstruction and stabilization in Ukraine.

Previously, Zelenskyy reported that Ukrainian and US teams are working on a separate agreement concerning rare earth resource management. He emphasized that the final outcome must be fair and beneficial for Ukraine.
